F.3.2 (a) Sail Track (Unnecessary Rule)

From the OD Rules:

F.3.2 CONSTRUCTION
(a) The spar extrusion shall include a fixed sail groove which shall be integral with the spar and shall be of the same material.
(b) The spars shall be constructed in accordance with the approved specification agreed with the licensed builders.

With rule (b), why do we need rule (a)? We should eliminate unnecessary rules.

The “approved specification agreed with the licensed builders” should be made available to the class members.
