Move administrative sections to IEC Association Rules

Including administrative rules governing the class management detracts from the purpose and subject matter in the OD Rules. Maybe the administrative rules are more than adequately covered in the IEC Administrative Rules document, and those few that are only here can be moved there. Likewise for racing rules that are covered by the RRS themselves or by the IEC Administrative Rules Appendix A Championship Rules. Let the OD Rules focus solely on defining an Etchells.
