Where do the Class Rules authorize any fittings to attach docklines or mooring lines?
If these rules do not say you can, then you cannot.
Paragraph D.10.1(b) of the Class Rules should be modified to (optionally) permit, as part of the hull assembly, fittings for docklines (e.g., the ubiquitous padeyes installed fore and aft) and for mooring lines (bow cleats and chocks).
Also, the rules should permit (optionally) mounting fittings for outboard motor brackets. This leaves unresolved any provision for carrying (stowed) an outboard motor. Not sure how that should be handled, but for club racing, if a boat wants to carry a portable outboard motor, then the rules should permit that.
