Part III heading misplaced on page 37 (of Nov 2019 edition)?

The Class Rules are divided into 3 “parts.” Part III is titled “Appendices.” But what follows immediately is Section H. Section H is not an appendix. The appendices (A through J) are listed on the IECA website “Rules and Documents” page.

I suggest deleting the “Parts I, II and III” headings, as they do not add much to the organization of the document. But, if these divisions are needed for some reason, then correct the Part III location and/or title, if it can be figured out what is meant.

There are some other editorial problems associated with these “Part” divisions. Directly under Part II, there are three rules (note the “shalls”) stated that do not have a corresponding reference ID. Every rule (shall) should be tagged by a unique designator. And, multiple rules (shalls) must not be combined within a single designator.

The crew and the boat shall comply with the rules in Part II when racing. In case of conflict Section C shall prevail.

The rules in Part II are closed class rules. Certification control and equipment inspection shall be carried out in accordance with the ERS except where varied in this Part.

Also, it is not obvious what all the language under the Part II heading really means, so that could use some clarification.
