C.5 Does Not Permit Tools Onboard!

Incredible as it may seem, tools are not permitted aboard the Etchells while racing. The Etchells Class rules are “closed” IAW the World Sailing definition. That means if the rules do not specifically say you can, then you cannot. IAW this policy, the rules need to specifically permit tools to be carried. One place this could be done is in C.5.1(b) Optional portable equipment (for use). This rule also should permit a Loos gauge to be carried as part of a tool kit. Possibly the Loos gauge should be in the “not used” while racing section [C.5.2(b)].

C.3.2 covering weight of personal clothing and equipment could cover the tool kit, I suppose. But is that what we want? I doubt anyone has included the weight of the tool kit in their clothing weight measurement.
