C.5 Spare parts, sail ties, etc. are not permitted aboard while racing

Etchells class rules are closed, IAW the World Sailing definition. That means what is not specifically permitted in the rules is prohibited while racing. With that in mind, nowhere do I find in the Etchells class rules permission to carry spare parts (shackles, extra blocks, clevis pins, small line, bolts & nuts, etc.), extra sail battens, sail ties, and the like.

It is somewhat surprising to me that the Equipment Rules of Sailing do not address these items for all classes.

It seems like that would be an easy fix to list these types of items in C.5 somewhere, assuming the class wants to categorize them as portable equipment.
