Etchells rules are “closed” IAW World Sailing’s Equipment Rules of Sailing (ERS). Per ERS,

C.2.2 Closed Class Rules. Class rules where anything not specifically permitted by the class rules is prohibited.

So, take the case of the ubiquitous spinnaker stowage/launch bags, bins or boxes. Rule D.10.1(b)13 permits clips for sail bags, but nowhere do the Etchells One Design rules permit the sail bags, bins, or boxes themselves, although these are in virtually every race-worthy Etchells. So, technically, these bags, bins and boxes are prohibited. This is an obvious oversight that should be corrected by adding spinnaker bags, bins or boxes as optional equipment. The appropriate place to list these is in D.10.1(b) under optional fittings for the hull assembly, that way they are part of the total boat weight and do not need to be removed to weigh the boat. Alternatively, they could be listed in C.5.1(b) under optional, for use, portable equipment.

Many boats have additional stowage bags mounted in the boat. If the class wants to allow optional use of stowage bags, “goalie nets,” etc., then these should be included, either specifically, or generally, in one of these optional, for use, equipment sections, as well.

Technically, this set of bags is prohibited under Etchells One Design Rules.

Technically, this spinnaker bin (box) is prohibited under Etchells One Design Rules.

While at it, include permission to include mainsheet keeper straps or sling on the boom (to prevent the mainsheet from decapitating the helmsman during a jibe).
