        General comments on the Introduction to the One Design rules.

        • (General) Specific requirements should only be in numbered paragraphs in the body of the requirements document. Even definitions should be covered in numbered paragraphs. The introduction is good for setting the stage, but no verifiable requirements should be contained in the introduction. Most of this introduction is covered in the requirements and risks confusing the members with discrepancies from the proper requirement.
        • (Para 2) This statement is true only to the extent that these documents are cross-referenced within the rules themselves. To just call them out here without the context of how they apply is ambiguous and subject to errors of interpretation, and generally considered poor specmanship.
        • (Para 3) The International Etchells Building Specification should be made available to members. It is called out throughout the OD Rules, and therefore needs to be made available.
        • I recommend re-writing this and incorporating some of the ideas from the ERS Introduction. Need to revisit this topic again.
